Chapter Two looks at the creation of the Official Development Plan for SEFC. When Vancouver wins the bid to host the Olympics, a number of conditions are imposed upon the Olympic Village site, and a timeline is set to complete construction of eight city blocks of development. This chapter is about shifting into high gear as Millennium's design team is chosen to develop the site.
